The act of September 1885 had transformed the Balkan balance and challenged the settlement imposed by the Great Powers after the Congress of Berlin. Bulgaria faced diplomatic pressure because the union had been carried out without prior approval from the European powers or the Ottoman Empire, which formally held sovereignty over Eastern Rumelia. The conference therefore became part of the international struggle over whether the Unification would be reversed, punished, or accepted in practice. Although the crisis continued and soon overlapped with the Serbo-Bulgarian War, Bulgaria&#8217;s political leadership and public opinion remained determined to defend the union.
