The institution belonged to the urgent process of building state authority after Ottoman rule: ministries, courts, local administration, and legal procedures all had to be organized almost from the ground up. A supreme judicial body was especially important because the young Bulgarian state needed a structure capable of standardizing justice and giving final authority to legal decisions. The date shows that judicial organization was not a secondary concern, but one of the foundations of modern statehood. In a society moving from imperial administration toward constitutional government, courts became part of the practical architecture of national sovereignty.<\/p>\n<h2><strong>November 25, 2007 \u2014 Sofia\u2019s Last Conscripts Are Seen Off<\/strong><\/h2>\n<p>On November 25, 2007, the last conscripts of Sofia\u2019s garrison were ceremonially seen off at the Unknown Soldier Monument in the capital. The event came just before Bulgaria completed its transition to an entirely professional army on December 1, 2007. For generations, compulsory military service had been a familiar part of male adulthood and of the state\u2019s relationship with its citizens. Ending conscription marked a major change in defence policy, shaped by Bulgaria\u2019s NATO membership, modernization plans, and the need for a smaller, better-trained professional force.
