The meeting came after the April Uprising and the international outrage that followed Ottoman repression in Bulgarian lands. European diplomats considered reforms and territorial arrangements that would address the Bulgarian question without immediately dismantling Ottoman authority. Although the conference did not produce a lasting settlement, it was a major diplomatic step because it placed Bulgarian autonomy on the agenda of the Great Powers. The proposals debated there helped shape later negotiations and influenced the broader Eastern Question. Within little more than a year, the Russo-Turkish War and the treaties of San Stefano and Berlin would transform Bulgaria\u2019s political status. The conference therefore stands at the threshold between failed diplomacy and armed liberation.<\/p>\n<h2><strong>November 30, 1990 \u2014 Parliament Accepts Andrei Lukanov\u2019s Resignation<\/strong><\/h2>\n<p>On November 30, 1990, the Seventh Grand National Assembly accepted the resignation of Prime Minister Andrei Lukanov. His government had been under growing pressure during a severe economic and political crisis, marked by shortages, inflation, strikes, and public anger. Only days earlier, the Podkrepa Confederation of Labour had called a nationwide general strike demanding his resignation. Lukanov\u2019s fall showed how unstable Bulgaria\u2019s first post-communist year had become. The country was trying to move from one-party rule toward democratic pluralism while also confronting the collapse of the old economic system.
