The step came in the difficult aftermath of the First World War and the Treaty of Neuilly, when Bulgaria faced economic strain, social conflict, and the need to rebuild its international standing. The ILO was founded to promote labour standards, social justice, and cooperation between governments, employers, and workers. For Bulgaria, membership meant entering a new framework for discussing working conditions, employment relations, and social protections at an international level. It also reflected the growing importance of labour questions in a country still dominated by agriculture but increasingly affected by industrial work, trade unions, and political movements representing workers and peasants.<\/p>\n<h2><strong>December 6, 2006 \u2014 Parliament Adopts the State Security Files Act<\/strong><\/h2>\n<p>On December 6, 2006, Bulgaria\u2019s Parliament adopted the Act on Access to the Records of the State Security and the Intelligence Services of the Bulgarian People\u2019s Army for the period from September 9, 1944, to July 16, 1991. The law created a framework for opening and examining the archives of the communist-era security services. This was a major issue in Bulgaria\u2019s post-1989 transition, because the files concerned surveillance, informers, political repression, and the hidden networks of the former regime. Public access and official disclosure were intended to bring greater transparency to institutions and public life. The process was often controversial, touching politicians, diplomats, clergy, journalists, and cultural figures.
