The decision followed the nationalization of private industry and formed part of the communist government\u2019s rapid restructuring of the economy. By bringing banking under state control, the authorities removed private financial institutions from economic life and concentrated credit, savings, and investment policy in the hands of the state. This was essential for the creation of a centrally planned economy, where production targets and capital allocation were directed politically.
