Europe was already at war, and although Bulgaria had not yet joined the conflict, the state was preparing for extraordinary conditions.<\/p>\n<p>Civil mobilization laws affect more than soldiers; they can organize labour, transport, production, supplies, administration, and public obligations in anticipation of war or national emergency. Bulgaria&#8217;s position in 1940 was delicate, surrounded by pressure from great powers and regional uncertainty, and such legislation shows how deeply modern war reaches into civilian life before fighting even arrives.<\/p>\n<h2><strong>April 23, 1992 \u2014 The Privatization Agency Is Established<\/strong><\/h2>\n<p>On April 23, 1992, the Privatization Agency was set up under the authority of the Council of Ministers.
