As a loyal member of the Warsaw Pact, Bulgaria&#8217;s alignment with the NPT was consistent with Soviet policy during one of the tenser phases of the Cold War, when controlling the spread of nuclear weapons was among the most pressing items on the international agenda.<\/p>\n<p>The ratification placed Bulgaria formally within the global non-proliferation framework \u2014 a commitment the country has maintained through its subsequent membership in NATO and the European Union.<\/p>\n<h2><strong>July 10, 1990 \u2014 The Seventh Grand National Assembly Holds Its First Session<\/strong><\/h2>\n<p>Two decades later, the freshly elected Seventh Grand National Assembly convened for the first time, its single overriding mandate to draft Bulgaria&#8217;s first post-communist constitution. The assembly had been elected weeks earlier in Bulgaria&#8217;s first genuinely free vote in more than 40 years \u2014 a contest held in a country still in the early, disorienting stages of its transition away from communist rule.<\/p>\n<p>The deputies would spend the following year debating the legal architecture of Bulgarian democracy before adopting the new constitution on July 12, 1991.
