Thousands of small municipalities were merged into roughly 800 larger units, mayors began to be appointed from Sofia rather than elected locally, and municipal councils saw their powers sharply curtailed.<\/p>\n<p>The reform fit neatly with the broader programme of the new regime, which had already suspended parliament and banned political parties. Its centralising logic reshaped Bulgarian local government for years, outlasting the regime that created it.<\/p>\n<h2><strong>August 3, 2001 \u2014 Bulgaria&#8217;s First &#8220;Ice Baby&#8221;<\/strong><\/h2>\n<p>At the Medical Academy in Sofia, a baby girl named Roberta came into the world as the first child born in Bulgaria from an IVF procedure using a previously frozen embryo. Weighing 2,850 grams and delivered under the care of Dr Diana Nikolova, her birth marked a milestone for Bulgarian reproductive medicine.<\/p>\n<p>The technique had first been pioneered in Australia in the early 1980s, but it remained novel in Bulgaria at the turn of the millennium.
