June 5 connects a financial reform after a severe crisis with Bulgaria’s formal entry into the international system governing peaceful and scientific activity in Antarctica.

June 5, 1997 — Parliament Adopts a New Bulgarian National Bank Act

On June 5, 1997, Parliament adopted a new Bulgarian National Bank Act that introduced the legal framework for a currency board arrangement. The system came into force on July 1. The reform followed the severe banking and currency crisis of 1996–1997, when inflation surged, banks failed and confidence in the lev collapsed.

Under the new system, the central bank’s ability to finance government deficits was sharply restricted. This changed the way money and public finances were managed. The currency board was designed to limit discretionary decisions and restore predictability after a period of financial instability.

The law of June 5 formed part of Bulgaria’s wider stabilisation. It did not erase the consequences of the crisis, but it established rules that changed the relationship between the central bank, the budget and the currency.

June 5, 1998 — Bulgaria Joins the Antarctic Treaty

On June 5, 1998, Bulgaria joined the Antarctic Treaty, the international agreement that reserves Antarctica for peaceful purposes and promotes scientific cooperation.

Accession gave a formal diplomatic framework to Bulgaria’s growing polar programme, which had begun expeditions to Livingston Island a decade earlier. Antarctica became a setting in which states worked through scientific research and international rules rather than military competition.

The two events remembered on June 5 may seem far apart, but they share a feature: in both financial policy and scientific diplomacy, Bulgaria entered systems of rules that require discipline, consistency and international trust.

These changes were not merely technical. They concerned trust—in the national currency, in institutions and in the international rules through which Bulgaria took part in financial and scientific affairs.
