February 10 carries two of the most consequential gatherings in Bulgaria’s history — one that wrote the rules of a new state, another that cracked the silence of the old one.
February 10, 1879 — The Constituent Assembly Opens in Tarnovo
A Constituent Assembly was convened in Tarnovo to draft the Basic Law of the Principality of Bulgaria, later known as the Tarnovo Constitution. The meeting was one of the founding moments of modern Bulgarian statehood. After Liberation, Bulgaria needed not only borders and administration, but a constitutional framework defining monarchy, parliament, rights, institutions, and public authority. Tarnovo, the medieval capital of the Second Bulgarian Empire, was chosen for its symbolic power.
The delegates worked in a charged atmosphere of hope, political disagreement, and international constraint. The constitution they produced became one of the most liberal in Europe for its time and shaped Bulgarian political life for decades. February 10 marks the moment when liberation began to take constitutional form.
February 10, 1988 — Ruse Holds a Mass Anti-Government Environmental Protest
The first massive anti-government rally under the communist regime was held in Ruse, where between 5,000 and 6,000 residents protested the authorities’ failure to stop chlorine pollution coming from Romania. Environmental suffering became a language through which citizens could challenge secrecy, incompetence, and political unaccountability. Ruse had endured repeated toxic emissions, and public anger grew as official explanations failed to satisfy local people.
The rally helped prepare the ground for the later civic activism of EcoGlasnost and the broader democratic movement of 1989. It showed that fear was beginning to weaken before the political system itself collapsed. February 10, 1988 belongs to both environmental history and the story of civil society awakening in late socialist Bulgaria.
