January 18 appears twice in Bulgaria’s history with unusual weight: once in the ledgers of a new state building its financial foundations, and once in the chambers of a European parliament defending Bulgarian citizens held abroad.
January 18, 1885 — Parliament Passes the Act Establishing the Bulgarian National Bank
The National Assembly passed the act that gave the Bulgarian National Bank a firm legal basis and institutional role. The BNB had already begun operating in the early years after Liberation, but the 1885 legislation strengthened its mandate at a critical moment: the young state needed stable currency, functioning credit, and public confidence in banking before it could govern effectively.
This mattered especially in the months before the Unification of 1885, when Bulgaria was still defining its place after the Treaty of Berlin. The establishment of the BNB belongs to the quieter side of state-building — laws, offices, reserves, and signatures — but it was precisely that kind of institutional work that made political independence function in practice.
January 18, 2007 — European Parliament Supports the Bulgarian Nurses in Libya
The European Parliament passed a resolution supporting five Bulgarian nurses and a Palestinian doctor sentenced to death in Libya on charges connected with HIV infections among children. Many international observers had criticized the trial and its evidence, and Bulgaria had spent years working diplomatically for the medics’ release. The resolution showed that the case had become a European concern, coming as it did just weeks after Bulgaria joined the EU on January 1, 2007.
The medics were eventually released later that year. The case became one of Bulgaria’s most painful international crises — combining human rights, medicine, diplomacy, and public emotion — and January 18 is a reminder of how international solidarity can matter in a long struggle.
