November 29, 1988 — Kozloduy NPP Unit 5 Begins to Be Brought on Stream
On November 29, 1988, the 1,000-megawatt Unit 5 of the Kozloduy Nuclear Power Plant began to be brought on stream. Kozloduy was, and remains, Bulgaria’s only nuclear power plant, and its larger units became central to the country’s electricity system. Unit 5 represented a major expansion of nuclear generation capacity at the end of the socialist period, when heavy industry and centralized energy planning shaped economic policy. Nuclear power promised large-scale, steady electricity production, but it also required complex technology, strict safety systems, and long-term institutional responsibility. The unit later became one of the reactors Bulgaria continued to rely on after the closure of older Kozloduy units during the country’s path toward European Union membership. Its 1988 start therefore belongs to both Bulgaria’s energy history and its later debates about modernization and security.
November 29, 2001 — Bulgaria Signs a Customs Reform Agreement with Crown Agents
On November 29, 2001, the Bulgarian government signed a three-year agreement with Britain’s Crown Agents to reform the country’s customs administration. The deal came during a period when Bulgaria was trying to strengthen public institutions, fight corruption, improve revenue collection, and prepare more seriously for European Union membership. Customs reform was especially important because border control affected trade, taxation, smuggling, and public confidence in the state. Bringing in outside expertise was controversial, but it also reflected the scale of the challenge facing Bulgaria’s administration after the 1990s. The agreement became one of the visible reform measures of the early 2000s, when the country was attempting to align its institutions with European standards.
